Horizons Blue Ltd was founded in 2023 by Catherine, the idea was simple – to provide support and reassurance to companies when planning and running their diving and maritime projects.

We can provide specialist diving, maritime and HSE consultancy for diving contractors and clients, media productions and expeditions teams operating in the UK and internationally. A key strength of our team is the inclusion of a former Health and Safety Executive (HSE) Diving Specialist Inspector, whose extensive regulatory knowledge and specialist expertise provide significant value to our client base, reinforcing our commitment to the highest standards of health, safety, and operational excellence.

Whether your project involves SCUBA or Surface Supplied Diving Equipment, our team has the experience to provide bespoke support and advice for your project.
From remote-location documentary shoots and underwater filming, to scientific, exploration and expedition projects, we can assist with technical planning, risk management and operational support required to undertake diving and maritime activities safely and effectively.

Our approach combines practical commercial diving experience, maritime expertise, comprehensive regulatory knowledge and field-based risk management. We understand that media and expedition projects can involve unusual objectives, demanding locations, changing conditions and tight operational schedules. Our role is to help turn those requirements into a practical and properly managed operation.

Our Services

We provide specialist commercial diving consultancy, maritime and operational support for media, expedition and commercial projects in the UK and internationally. From initial project planning through to mobilisation and field operations, our services cover underwater filming and media production support, expedition and remote diving operations, UK diving compliance and assurance, HSE Diving at Work Regulations (DWR97) guidance, diving contractor assessment and on-location field support.

Underpinning everything we do is independent, practical expertise, combining regulatory knowledge with real-world diving and maritime experience to help clients identify challenges early, develop safe and workable solutions, and deliver complex underwater projects effectively.

About Us

Catherine Buckland

As the founder of Horizons Blue Ltd, Catherine set up the company to provide specialist professional advice to support companies undertaking diving and maritime projects. With over 20 years experience in the commercial diving industry covering a wide variety of disciplines including scientific diving, media shoots, recreational diving and expedition work, Catherines career has certainly been varied but with a consistent theme, safely managing complex diving and maritime operations.

During her career, Catherine frequently noticed gaps in the support that companies needed to ensure they were managing their operations effectively, safely and efficiently. Catherines’ experience includes dive supervising on David Attenboroughs’ award winning ‘Oceans’ feature documentary, working with numerous UK drama productions, facilitating diving expeditions in rarely explored and remote locations and leading voyages involving helicopters, submersibles, skiing, and other specialist activities. This continued field experience keeps Catherine current to be able to give the best advice possible to companies and clients.

Chris Booker

Chris joins Horizons Blue following eight years with the UK Health and Safety Executive (HSE), where he worked as a Specialist Diving Inspector, helping to regulate and promote safe working practices across the commercial diving industry. With more than 30 years’ experience in the commercial diving industry, Chris has worked extensively as a commercial diver, diving supervisor and commercial skipper across a diverse range of projects in the UK and internationally.

He brings a wealth of experience in auditing diving systems and equipment, reviewing project planning and ensuring diving operations comply with both national and international standards. This regulatory expertise is complemented by extensive practical, real-world experience of delivering complex diving projects in challenging environments, both in the UK and overseas.

Chris is also a Marine Biologist and an experienced diving expedition leader. He holds current IMCA Dive Medic Technician and Dive System and ROV Auditor qualifications and is also an ASSET Dive Technician. This diverse combination of technical, regulatory and operational expertise makes Chris an invaluable addition to the Horizons Blue team, particularly when deployed in the field.
